The Central Hub owns BOQ templates, their versions, their defaults and the permission to publish them. BidMaster holds upload and mapping state only while the wizard is open. A template changes what is shown; it never changes what is calculated.
Central Hub template federation is not yet production GREEN. Template reading is available, but saving templates, packs, mappings, versions and defaults is disabled. BidMaster will not store template data locally and will not queue template changes for later sync.
